Standards & Guidelines


Lobo has developed 9 Standards/Guidelines. These include various Ministries, such as the Ministry of Community Safety and Correctional Services (MCSCS), Ministry of Children and Youth Services (MCYS) Ministry of the Attorney General (MAG), Alberta Infrastructure (AI), Shared Services British Columbia (SSBC), and Ontario Provincial Police (OPP). The creation of Standards/Guidelines has allowed Ministries and organizations to standardize their operations, security technology, and security devices utilized throughout their facilities.

 


Ministry of Community Safety and Correctional Services

Electronic Integrated Security System Standards – Ontario

Electronic Integrated Security System Standards - OntariProject Description: Development of the Electronic Integrated Security System Standards for all MCSCS detention centres and jails in Ontario. The Standards detailed the graphical user interface (GUI) and exact sequence of events and operations to control and monitor all alarms. The Standards also detailed the technology, interfaces, and operational requirements for each security system. The integrated security system consists of the following sub-systems: Security Monitoring and Control System, Video Surveillance System, Door Control System, Access Control System, Intercom System, Cell Call System, Public Address System, Passive Duress Alarm System, Active Duress Alarm System, Watchtour System, and Perimeter Security System.

The security standards were to overcome all security vulnerabilities and improve operator control and monitoring efficiency. The Standards will be implemented in all MCSCS correctional facilities in Ontario.

Role/Responsibility: Lobo was the security consultants/prime consultant responsible to develop the Integrated Security System Standards for MCSCS. This included visiting various MCSCS facilities throughout the province and interviewing various operators and management. Lobo worked very closely with MCSCS representatives to develop the MCSCS security operational and functional requirements which was detailed throughout the Standards.

 


Ministry of Children and Youth Services Guidelines

MCYS Guidelines – Ontario

MCYS Guidelines - OntarioProject Description: Development of the Guidelines for MCYS correctional centres in Ontario. The Guidelines detailed the architectural and security requirements for the facilities. The document was to be used as a guide for all new youth correctional facilities in Ontario.

The Integrated Security Sections of the guidelines detailed the technology, interfaces, and operational requirements for each security system. The integrated security system consists of the following sub-systems: Security Monitoring and Control System, Video Surveillance System, Door Control System, Access Control System, Intercom System, Bedroom Call System, Public Address System, Passive Duress Alarm System, Active Duress Alarm System, Watchtour System, Perimeter Security System, Metal Detection System, and X-Ray Detection System.

Role/Responsibility: Lobo was the security consultants responsible to develop the Integrated Security System section of the Guidelines. This included visiting various MCYS facilities throughout the province and developing MCYS security operational and functional requirements.

 


Generic Output Specifications for AFP Courthouses in Ontario

AFP Courthouses in Ontario

AFP Courthouses in OntarioProject Description: Development of the Generic Output Specifications for the Ministry of the Attorney General (MAG). The output specifications were to be used for all new AFP Courthouses in Ontario. The document was to ensure that the requirements for all courthouses are standardized. The output specifications were to incorporate all of MAG’s requirements and the latest security technology suitable in a courthouse application. The output specifications described each system, the associated technology, system functional and performance requirements, and the system interfaces.

The security systems within the output specifications consisted of: Integrated Security, Access Control and Alarm Monitoring, Video Surveillance, Duress Alarm, Parking Alarm, Intrusion Alarm, Audio Surveillance, Door Intercom, Jury Intercom, Detention Door Control, and Distress Alarm Systems.

Roles/Responsibility: Lobo was responsible to develop the Integrated Security System and IT/Voice-Data Structured Cabling System.

 


Alberta Courthouse Standards

Alberta StandardsProject Description: Development of the new Courthouse Standards for Alberta Infrastructure. The standards were to incorporate the latest security technology suitable in a courthouse application. The security section of the document described each system, the associated technology, system functional and performance requirements, system composition, device locations, system interfaces, and infrastructure. The document was to act as a standard for all new courthouse facilities and existing courthouse facilities in Alberta.

The security systems within the Standards consisted of: Access Control and Alarm Monitoring, Video Surveillance, Duress Alarm, Parking Alarm, Intrusion Alarm, Audio Surveillance, Door Intercom, Jury Intercom, Detention Door Control, Touchscreen Control, Metal Detection, X-Ray Screening, and Optical Portal.

Roles/Responsibility: Lobo was responsible to develop the Integrated Security System requirements in close discussion with Alberta Infrastructure, Courthouse, and Sheriff representatives and prepare the associated Security sections of the Standards.

 


Ontario Provincial Police (OPP) Accommodations Guidelines for Detachments

OPP Guidelines

OPP GuidelinesProject Description: Development and update of the OPP Accommodation Guidelines for Detachments. The document was to be used as a guide for any new and existing OPP detachment throughout Ontario.

The document outlined specific design requirements, device locations, and specific manufacturers and models that are acceptable related to the Security and IT/Voice-Data Systems. The document also provided functional overviews of the systems.

Roles/Responsibilities: Lobo was responsible to develop the Security System and Voice-Data System requirements for the Accommodation Guidelines in close discussion with the OPP.
